The program assists heads of households in achieving their academic goals. Recipients of this scholarship receive an integrated network of services through the non-profit organization, One Family, Inc., whose mission is to serve residents of the Commonwealth who are low-income and homeless, or have experienced homelessness within the prior year. Applicants must either be members of OPEIU in good standing, or the children, stepchildren or legally adopted children of an OPEIU member in good standing or associate members. Applicants must also be high school seniors, high school graduates entering a college, university or a recognized technical or vocational post-secondary school as full-time students or presently in a college, university or a recognized technical or vocational post-secondary school as a full-time or part-time student. Part-time scholarships are defined as a minimum of three credits and no more than two courses. Applicants must present proof of tribal membership, and preference will be given to active members of the Presbyterian Church. Students are selected based on the availability of funds and best match to donor restrictions. The deadline for students applying to renew the grant is May 1. Awards for new students will be offered on a funds available basis after May 1.

Applicants must be active seamen who are high school graduates or its equivalent, are eligible to receive Seafarers Plan benefits and have credit for two years (730 days) of employment with an employer who is obligated to make contributions to the Seafarers' Plan on the employee's behalf prior to the date of application. Recipients may attend any U.S. accredited institution (college or trade school). Selection is based on high school equivalency scores or secondary school records, college transcripts, if any, SAT/ACT scores, references on character or personality and autobiography.
