Applicant must be African-American, Hispanic/Latino, or American Indian (including Alaskan and Hawaiian natives), who is a United States citizen or permanent resident. Applicant must be a full-time student in a two- or four-year program at an accredited school.

Four letters of recommendation with application (one from leaders of each of the following groups: religious institution, school, community leader, and head of Scouting unit) required to be submitted.

Applicant must be afflicted with multiple sclerosis or have a parent/guardian afflicted with multiple sclerosis. Selection is based upon financial need, academic standing, and the impact with which multiple sclerosis has affected their lives. Applicant must plan to enroll or already be enrolled in an undergraduate course of study at an accredited two- or four-year college, university, or vocational/technical school with a minimum of 12 credit hours per semester in course work leading to a degree, license, or certificate.

Applicant must have a combined household income of less than $100,000. A written or video essay answering, "What is your biggest challenge as mother to get a degree? What can colleges to do help you overcome this challenge and encourage mothers to further their education?"

Applicant must be an armed service member eligible for the Post September 11th GI Bill benefits who plans to pursue an undergraduate degree. Applicant must be a first-year or transfer student who has not yet enrolled in a college and will begin their first semester by October of 2011. Essay answering the following questions are required: "What is the biggest challenge you face in using your GI Benefits to get a degree? What can colleges and universities do to help you overcome this and encourage other armed service members to further their education?
