Applicants may not directly apply for the scholarship. Students must have excellent grades and performed research or lab work in their field.

Applicants must be undergraduate or graduate students in their last two years of study who plan to become bilingual education teachers or teachers of English to non-native students in Connecticut public schools. Students must be enrolled full-time in participating undergraduate or graduate teacher preparation programs at the following universities: Central Connecticut State University, Fairfield University and Southern Connecticut State University. Applicants must start their teaching careers within 16 months of graduation.

Apprentice program students must also be working full-time for a licensed plumbing or HVAC contractor who is a member of the PHCC. Two $2,500 scholarships are awarded to students who are enrolled in either a PHCC-approved apprentice program or a full-time certificate or degree program at an accredited two-year community college, technical college or trade school. Four $2,500 scholarships are awarded to students who are enrolled in an undergraduate degree program at an accredited four-year college or university.
