Applicant must be a Hispanic-American student who is enrolled for a minimum of 12 credit hours for undergraduate study or nine credit hours for graduate study. Application for undergraduate study must be submitted during the applicant's senior year of high school. Graduate students may apply; however priority for the scholarship is given to high school seniors. Applicant must not owe a repayment or be in default under any state or federal grant, loan, or scholarship program unless satisfactory arrangements to repay have been made. FAFSA is required.

Applicant must be enrolled in an undergraduate program in a New York degree-granting institution or vocational school and must have served in the U.S. Armed Forces in Indochina between January 1, 1963 and May 7, 1975 (dishonorable discharge not eligible). Applicant must have resided in New York on April 20, 1984 or at the time of entry into service and resume residency by September 1 of the year of application. Selection is based solely upon documenting and meeting eligibility requirements. Applicant must also have applied for Tuition Assistance Program and Pell Grant awards. Applicant must have served in hostilities begining August 2, 1990 (for Persian Gulf Veterans Tuition Award only).

Audition (of no more than 15 minutes) will include a performance of at least two memorized compositions from two different periods (Baroque, Classical, Romantic, or Modern). Award minimum, average, and maximum are for first, second, and third place, respectively.
