Applicants must be seniors in a New York City Public High School who are 21 years old or younger and must not have family members employed by Bertelsmann or its subsidiaries. Students must submit a literary composition. Possible formats include poetry/spoken word, fiction/drama or personal essay/memoir. College essays, book reports, myths and legends will not be accepted. Foreign language submissions are not allowed, and all work must not have been previously published or awarded.

Applicants must be high school students under the age of 20 who are U.S. citizens or legal residents and residents of the state. Students first give an oration within their state and winners compete at the national level. The oration must be related to the Constitution of the United States focusing on the duties and obligations citizens have to the government. It must be in English and be between eight and ten minutes. There is also an assigned topic which is posted on the website, and it should be between three and five minutes.

Applicants must be residents of the state of New York and must be high school seniors who plan to enroll full-time in an environment-related bachelor's degree program no later than the fall following graduation. The programs could include but are not limited to environmental engineering, civil engineering with an environmental minor, chemical engineering with an environmental minor, hydrogeology with an environmental emphasis or biology or microbiology with an environmental emphasis. They must be in the professional phase of their degree program. Previous NYSSPA Scholarship winners, NYSSPA board members and NYSSPA committee chairs are ineligible. Applicants must be U.S. citizens or eligible non-citizens and residents of New York for one year or more. They must be registered nurses who are licensed in New York, and they must be accepted into a graduate nursing program at an approved college or university in New York. Students must also agree to four years of service as nursing faculty in the state.

Applicants must have a parent who served in the United States Armed Forces during Afghanistan, the Persian Gulf, Vietnam or Korean Conflicts, World War I or II or as a Merchant Seaman during World War II. The parent must be or have been a resident of New York State and have died or suffered a disability of 40 percent or more as a result of service, been classified as missing in action or been a prisoner of war. Students with a parent who has received the expeditionary medal for participation in operations in Lebanon, Grenada or Panama and students born with spina bifida whose parent is a Vietnam Veteran are also eligible.
